he Tourism Agency plans to lift punitive restrictions on unlicensed guide-interpreters
in anticipation of growing numbers of tourists from China and other foreign countries.
Under the current system, anyone who wants to show foreign tourists around Japan for a fee must pass a
national exam and be registered. Unlicensed guides can be fined up to 500,000 yen ($5,400).
The new system will open up the work to people who undergo training by local governments or
travel agencies in accordance with government guidelines. The agency hopes to revise the law and implement
the new system in two years.
