The Tokyo metropolitan government plans to export its waterworks technology and fee-collection system as early as in fiscal 2013 to tap into the exploding global demand for water, officials said. The metropolitan government sees a golden opportunity in cities in Asia and the Middle East that have faced chronic problems of leaky pipes and unpaid utility fees. Profits from the sales of the technology and payment-collection system could be refunded to Tokyo residents in the form of lower water fees, officials said.
